Why I built CORE

The problem CORE was built to solve

Every week, Australian business owners were sitting in separate meetings with separate consultants — their HR advisor and their WHS advisor — repeating the same context twice, paying two bills, and receiving advice that was never designed to work together.

The HR consultant would recommend a termination process without knowing the WorkCover claim that was already open. The safety advisor would implement a change to work practices without knowing the enterprise agreement clause that made it unlawful.

The gaps between them were exactly where the most expensive problems happened. Unfair dismissal claims. Regulatory investigations. Workplace incidents that could have been prevented if someone had connected two pieces of information that were sitting with two different people.

I built CORE to close those gaps permanently. One point of contact. HR and safety decisions that are always co-ordinated — because they're made by one person who understands your full business context.

I refuse to advise in silos. Every recommendation is tested against its HR and WHS implications. If it creates a gap somewhere else, it's not a recommendation.

She has lived the pressure of a WorkSafe inspector walking through the door, managed Fair Work proceedings from the employer side, and rebuilt teams after organisational crises. That first-hand experience shapes every piece of advice CORE provides.

Kate Powell founded CORE because she saw the same problem everywhere she worked: businesses paying for HR and safety advice that was never designed to connect. She decided to be the person who connected it.

With over 10 years managing HR across health, the public sector and professional services, Kate has handled enterprise bargaining negotiations, led culture transformations following major organisational change, and managed complex Fair Work matters that other advisors had deemed unwinnable.

Her WHS expertise runs equally deep — 10+ years as a WHS lead across manufacturing, education and professional services, qualified as an ISO 45001 lead auditor and Return to Work specialist. As a TAE-qualified leadership coach, she has also built leadership and team development programs from scratch for multiple businesses, transforming the capability of management teams who had never had structured support before.
